It is the Internet Public Library. They offer an ask the author page in
which some authors and illustrators have agreed to answer questions that
are sent.

Some of the authors listed are
Avi, Katherine Paterson, Charlotte Zolotow, Gary Paulson.

Lib, you can try sending them to her publisher ( addresses easily found at
library) or look her up in Something About the Author, which should be
available in the reference area of your library's children's room. SATA
always lists how the author prefers to be contacted, e.g. through agent,
publisher, home address.

and has answered a number of frequently asked questions at:
