here? For that matter, are there any studios based here?"
He is interested in trying to at least get transfered to an art school of
credibility in order to further his talents. As it is right now, he is
currently a "Sophmore" at the Art Institute of Houston and he's looking
at trying to get on with a credible Japanese animation or art studio
after he graduates.
Any help in this matter would be GREATLY appreciated.

If this person wants to do anime, yeah, better go to Japan. But start by
contacting places like Kitty and Shogakukan. I don't have their numbers,
but heck, we can't do the work for this anime aspirant!
