Well, the main reason for his fighting crime in Super Saiyajin-mode
isn't due to the need for power, but rather -- it's a disguise.
Not a very good disguise, though.
On the other hand, Vejita and Gokuu do agree that Gohan has gotten
weaker from lack of training (this happens in the manga, with the
current battle with Darbura and Babi-di.)
