And hasn't Singapore TV been using a secondary audio program (SAP).
If so, what are they going to broadcast on the primary audio channel
and what are they going to broadcast on the SAP, if anything?

Nothing on the SAP, if the previous
anime shown is any indication.
"Midnight" anime shown on TV is meant
to cater to a small group of fans, I
think, hence the awkward broadcast
time of the show.

Since it's not meant for the general
viewer, the TV station wouldn't go
into the trouble of broadcasting
another voice-track on the SAP.

Actually, even for TV shows meant for
the general viewer, usually only one
language is broadcasted. Sometimes,
there would be *subtitles* in another
language (but no additional voice-track).

Japan Hour is one of the few shows
which makes use of the SAP.
