I've got the same questions, plus one more, In the above mentioned episode,
Tuxedo Mask and Sailor Moon are hanging from an ledge in an elivator shaft (I
can't spell, sue me), why didn't Tux just fly them outta there. Even though he
only jumped from the
building's ledge to a lower one at the end of the episode, I have seen him fly
in other ones, esp. the one where he and Jadite, Jedite, J something ite, the
first bad guy in the grey suit now frozen forever, the one where they fight in
the air then
under the water, I know he flew there, or am I just being to nit pickey?

It's one of the laws of anime that wasn't mentioned. If a character's
superpower would provide them an easy and undramatic way out of a tough
situation, that power will somehow be neutralized.
