In the Ranma 1/2 anime/mange, whenever a character is struck or is surprised,
they do something rather odd with their hands--looks something like Spider-Man
shooting a web (middle fingers into the palm, other fingers pointed outwards).
Is there a cultural significance to this, or what?

I don't know if there's a cultural significance in it... but I've always
thought it looked like the (American... I don't know if it's used in any
other country's) sign language gesture of "I love you"

Actually, the only fingers extended are the index finger, the pinky, and the
thumb. This is a quick way of saying "I love you" in sign language.
However, while the Japanese may know what the gesture means, there is no
evidence to suggest that that's what the characters mean when they do make the
gesture... It's more like a "it looks cool, that's whay it's there" thing.
(I watched one episode of the US dub of Sailor Moon, and saw "Serena" doing the
same thing with both hands while saying, "In the name of the moon, I punish
you"...)

It doesn't mean a darn thing. It's just a hand gesture. It's called the
"yakusoku POZU" by the Viz liner notes. I don't understand why it's
called that, as "promise pose" doesn't mean anything to me.
