I've put those in because I don't think everyone's seen Tenchi Muyo
episode 13 yet.
The exchange takes place just prior to the duel between Tenchi and Fuhaho.
Washu has a better understanding of Mihoshi than most, and she was the first
to notice Mihoshi's ship descending upon the duel site.
The main point, of course, is that Mihoshi is the most dangerous woman
around--more dangerous than Nuku-Nuku, Maris the Supergal, and the
cops of YUA combined--because she can cause more damage by accident and
sheer ditziness than most people can on purpose.

near-photographic memory. Her report to the Galaxy Police was complete in
every detail, written down from memory. How many of you remember
-everything- that happened in the first six Tenchi episodes?
2) Mihoshi also has Teela Brown-level luck. Seriously.
Washuu knows these facts. She also knows that Mihoshi is probably the
only sentient organism in known space that has NO ALTERIOR MOTIVES
whatsoever. No matter what happens during the course of events, Mihoshi
will survive, remember what happened, and have no qualms about telling
everybody all about it.
This makes her, in the long view, the most powerful character in the
series. :)

Mihoshi may be more competent than she appears. Sometimes she seems to be
rather similar in behavior to Captain Tyler: always coming out on top, no
matter how clueless she may seem, always "inadvertently" saving Tenchi from
Ryouko, Aeka, and Waashu's schemes, etc. I'm not sure whether she is a
brilliant actress or an extremely lucky idiot. Either way, she is a serious
danger to those who get in her way.

My favorite still has to be from KO Century Beast (most of the stuff)
but here is one of them.
