You saw a short film directed by Yoshiaki Kawajiri called "The Running Man."
It is one of three short films which comprise the anthology film
MANIE-MANIE: LABYRINTH TALES (Streamline's English-dubbed version is titled
NEO-TOKYO). "The Running Man" was shown (minus a couple of minutes) in
English on MTV's Liquid Television show. The "Bogart-alike" narrator of
the LTV version is actor Raphael Ferrer, known for his parts in movies like
ROBOCOP and the TV miniseries "The Stand." The Streamline video version
uses a different actor. The other two MANIE-MANIE shorts are "Labyrinth
* Labyrinthos" by Rin Taro (DAGGER OF KAMUI) and "The Order to Cease
Construction" by Katsuhiro Otomo (AKIRA). Other features by Kawajiri
include SUPERNATURAL BEAST CITY (retitled WICKED CITY by Streamline),
JUUBEI NINPUUCHO, and the first segment of an anthology called THE COCKPIT.

Actually, his name is Miguel Ferrer. He is the son of Jose
Ferrer, a veteran actor of stage and screen (1950s Cyrano de Bergerac and
the Emperor Shaddam IV in Dune).
