Evangelion and Cordwainer Smith

I just read the fan translation of episode 15 of Evangelion (thanks
Wada-kun and friends!) and I noticed that the shadow group that
oversees NERV is called "The Instrumentality of Mankind". I just about
fell off the couch when I read that. "The Instrumentality of Mankind"
is the name of the all powerful group of rulers in Cordwainer Smith's
science fiction stories written back in the 1950s and 60s. Anyone know if
this is a direct homage that Gainax is doing? There are loose parallels.
In Smith's fictional universe in the distant future most of the grunt
work has been taken over genetically engineered animals who have been
turned into protohumans (I guess that's the best word to describe them).
One of Smith's reoccuring characters is a catwoman named C'Mell. (And you
thought Nuku Nuku was original. ^_^ ) All of his works are out of print
in the original versions (you can find old copies in used bookstores and
libraries) but the New England Science Fiction Associate has brought out
two books containing all his works: The Rediscovery of Man (all the
short stories) and Norstralia (his one novel).
It would be great if someday someone did an anime version of his work.

The people at Gainax aren't slouches. I doubt the groups name was
coincedence.
