Hello out there! This is not an exhaustive list, but better than nothing.
Any inconsistancies or errors are either due to my poor understanding of
Japanese, or that I haven't been able to watch this series for quite some
time. Here goes:
--Izumi Noa
The main character of the series. Noa is a perky young woman
with short red-brown hair and has the largest eyes of any other character
in the series. She pilots one of the Ingram mecha, which she has nicknamed
"Alphonse"
--Shinohara Asuma
Noa's backup, good friend, and *maybe* love interest.
Asuma has bluish-grey hair (If I remeber correctly) and eyes that look a
bit like Songoku's from Dragonball.
--Isamo Ohta
A short, squat guy with a perpetual scowl on his face, Ohta
pilots another Ingram. A nutzoid when it comes to guns.
--Goto
The head of the Special Vehicles Division 2. Goto is a tall
man who always looks and sounds bored. He usually has a cigarette in his
mouth, not always lit.
--Kanuka Clancy
Tall woman with long straight dark hair and piercing eyes.
Kanuka is an officer from New York temporarily assigned to SVD2. Makes her
first appearance in episode #2.
--Hiromi
REALLY big guy, usually quiet. If you've seen episode #2,
he's the one who can't get into a labor cockpit due to his size.
--Shinobu
Head of SVD1. Tall woman with brown hair tied back. She's
more than a little critical of SVD2's off-the-wall way of doing things.
--Shige
One of SVD2's mechanics. Wears glasses and white overalls,
is lanky, and has a tendency to overreact.
--Mikado (I'm REALLY not sure if this is his name or even him)
Ohta's backup. Wears glasses and usually a visor
too. In episode #1, he's the guy holding the umbrella when Ohta's labor gets
trashed by a drunk construction worker. Normally calm, but the few times he
does explode he goes crazy.
--Utsumi
One of the "villans" of the series, I really don't
know when he comes in. He's in the OAVs though. Wears a business suit,
glasses, eyes almost always closed, and is perpetually smiling. He's the
"owner" (not too sure about this) of a real kick-butt black mecha called the
Griffon, which is sort of a "night stalker" problem for SVD2.
--Bado
Another "villan". A young boy of around 10-13 years old with
really long hair. Wears a one-piece jumpsuit almost all the time and plays
video games alot. He's also one really good mecha jock and is the pilot of
the Griffon. Somehow, he and Noa know each other, although I don't think Noa
know's he's the Griffon pilot.

Thanks, this was a BIG help.
She's also from Hokkaido and her favorite sport is basketball. Alphonse
is also named after the pet dog she use to have when she was a kid.
Pilot of the lead Ingram #1.

He's also the son of the president of Shinohara Heavy Industries, the
makers of the Ingram and major supplier of labors to the metro police
department. He's a reluctant police officer (became one almost by
accident) and is estranged from his father. Very knowledgeable about
labors and labor systems.

A guy who likes the first strike option and takes 'massive retaliation'
to extreme lengths <g>. Pilot of Ingram #2. In 2 episodes, a more
human side is shown when he takes part in an 'ominal' (arranged marriage
introduction) and when he suffers from anmesia for a while.

Should be bored and sleepy <g>. In his 40's, he use to be a crack detective
until his unorthodox menthods and tactics didn't suit well with his
superiors so he was 'exiled' into command of SV2. Extrememly cunning
and intelligent, he sometimes ends up tricking the members of SV2 into
doing things they normally wouldn't do. Then again, it does backfire
from time to time.

A sargent with the NYPD, she has several degrees and is a bomb and anti-
terrorism expert. She is a 3rd generation Japanese-American with relatives
in Hawaii. On a six month assignment to SV2, she is in command of
car #2 and tries to keep a steady hand on Ohta.

A native Okinawan, he drives the labor carrier for Alphonse. He didn't
become a fisherman like his father, one reason is that he gets seasick
too easily.

SVD1 is suppose to be the elite labor division of the metro police
dept, which is why she is a bit miffed that SVD2 got the lest
Ingram labors instead of then. A strict, by the book officer.
Yet is very intelligent and flexible.

He is Chief assistant tech to 'the old man' and is an expert computer
programmer (able to make changes to the Ingram operating system).
Also has a tendacy to get carried away and lose sight of what he is
doing.
-- Sakaki (also known as the old man...but not to his face if you are
a subordinate)
Chief tech to SVD both 1 and 2. A veteran engineer, he seems rather
laid back with his height and grey receding hailine and glasses but
when the scramble alarm goes off, he's like a drill sargent (with the
vocabulary to match).

Actually, his name is Shinshi and is the driver to Ohta's labor carrier
although he does command Ohta for a while after Kanuka returns to New
York. The only member of SVD2 who is married, he is a former computer
programmer/analyst who gave up a lucrative career to become a public
servent. Usually shy and quiet but only has a certain tolerance level
for bullying, insults and abuse before he becomes a borderline psychotic
(yes, he can at times be more dangerous than Ohta on occaison <g>)

His real name is Richard Wang and is originally from Hong Kong. He
uses 'Utsumi' to hide is real identity. Cunning,
intelligent and manipulative, he is brought in by Schaft to continue
with their attempts to get hold of Shinohara Industrie's latest
technology and software: the Ingram. STarted the Griffin project.

A video game/computer prodigy from India, he and Noa meet when
she tries out a Patlabor/Ingram simulator game.
One more cast member should be added:
-- Kumagami Takeo
Tall, slim with short hair (longer than Noa's), she shows up in the
2nd year of the Patlabor series to take over command of Car #2 from
Kanuka. A sergent in the Tokyo metro police force, she's done
everything from investigation, undercover work, bodyguard duty, police
Judo instructor and now being part of SVD2. An overacheiver, she
meets her equal in Kanuka. Likes to pick on Ohta <g>.

omiai. This episode is my all-time favorite! The end scene has to rank
(at least in my books) as one of the best scenes in anime.

anime had gone more in depth with his character.
