these are all just my opinion:
best commercial dub: i'm not a big dub fan, but the dubs for iria and
ninja scroll were pretty good.
worst commercial dub: adv's dub of the Shin KOR movie. ick. the names
are pronounced all wrong, it just. . .ug. this is after watching a fansub
of the tv series (a good one by studio roc), then watching animeigo's
great job of the oavs and the first movie.
best commercial sub: animeigo. everything they do subbed (that i've seen)
is great. for example, in AMS, they even kept sempai as sempai! now
that's a good job IMHO. the only thing i didnt like
about animeigo was how they subbed people's first names when they used
their last names. it made them sound closer than they are, which is a big
part of kor.
best fansubbers: kodocha, geofront, 3NA, newtype, silverwynd, tomodachi,
team abcb, and whoever subbed the copy of bastard i have. i still support
pioneer, but i didnt like how the names were changed in the commercial
release. also, aquarian did a good job on VG Ai.
worst fansub: fushigi anime's slayers try 1-2. picture quality is good,
but the worst script, timing, editing, (everything) i have ever seen (and
yes, i have seen hecto stuff.) hecto is a master compared to this.
never seen fandubs, but i would if anyone ever had any that would give
them to me to watch.
Best dub:
Too late to ask now: Disney's grabbed the prize away from Carl's
"Totoro" and Bob's OMG!, and it's *not* going to let it go any time
soon...
Best commercial sub:
Now, y'see, THIS is why we get so upset every time AnimEigo drags its
heels on any project--They own the list...
Best fansub:
A real tossup between VKLL's "Sailor Moon"'s (and "End of Evangelion"
currently in progress), and Tomodachi's mix of good translations and
homestyle "liner notes" for their MB, FY and "Hime-chan's Ribbon".
--But, seeing as how Tomodachi was also the one to dig up Kodocha and
"Fairy Princess Ren", that gives them a few club-veteran points on my
list...

Best dubs:
Kiki, easily. Then Oh My Goddess, Key, and You're Under Arrest.
Best sub:
basically anything that makes sense, is easily readable and doesn';t take up
half the screen. In terms of readability, I liked some of the old US
Renditions subs. But it's hard to pinpoint a single one here.
Best fansub:
I haven't seen any that are really remarkable in quality.
I find it easier to find a bad sub than a good one, since a good one can make
you not notice them at the time.

Just FYI, I think VKLL has "End of Evangelion" ready now (at least,
he sent out e-mail mentioning it). Also, the first few tapes of
SuperS he did didn't seem as good to me. The rest are great.
