Strictly interpreted, the defeated measure would only ban hybrid embryos -
not actual born and thriving catgirls. So the British could still have
them, they'll just have to be imports bred and born elsewhere.
The thing that scares me about this is, does it explain why Ethan has been
so quiet lately. Has he been taking measures to anticipate this market?

I bet the next step in the old "Only Girl who goes to an All-Boys
school" trope will be something like this:
Human girl befriends the son of the only cat person family in her
otherwise all human neighborhood.
When he goes to an all cat person school she puts on fake ears and
tail and follows.
The only question is will it be scf-fi (hybrids, mutants or aliens) or
fantasy (where she could use transformation magic to cover up her
human stench)?

There are two further concerns. At the consultation for the Extreme
Porn law, one Police Force – Kent – argued also for the
criminalisation of written material. It is clear that the government
has an appetite for this form of censorship. So it is not unthinkable
that adult censorship will progress to cartoon material as well. Or
even literature.
