Off the top of my head -
The Man in the Iron Mask.
Star Wars.
The Return of the Jedi (Are the Puchuu's Pokemon, or Ewoks, or both?)
- dbm
DiGi Charat
The Ring (original Japanese movie)
Martian Successor Nadesico
Maze
NG Knight Lamune and 40
Joe Klemm
Space Adventure Cobra
Chris Mattern
Then there's also:
Queen Emereldas (how can anyone forget Puchuureldas...)
Di Gi Charat (her "special" attack in the apocalyptic era...)
The Great Race (the episode where the lady has to go around the world
in a day)
Greatest American Hero or Moldiver (the powerful alien object ends up
in the hands of someone that doesn't know how to use it)
Neon Genesis Evangelion (Ropponmatsu 1 is a mechanical version of Rei)
Alfred Hitchcock Presents... (Rikdo's self-insertion or Nabeshin's self
insertion, take your pick)
BlackJack (Dr. Iwata, from one of the hospital visits)
Ultraman (it's spoilerish, but isn't that the one parodied in the final
ep?), and that's just off the top of my head.
Then there's a possibility of Lady & The Tramp as well as Roujin-Z from
the episode where Menchi sought out her former owner, with all those
talking animals and the old guy in a life-support suit.

Though I probably knew that a bit more from the manga edition.
Sometimes I always wonder which version is the one to take more serious
in some nature, the manga or the anime (in some form, the anime reminds
me of how classic cartoon characters are "rehashed" in later
incarnations that we've seen in the US between the 1970s and into the
21st Century).

Never got around to seeing "Roujin-Z" at all.

Oh? I don't remember that one... could you clue me in? I've seen the
whole, but it's been awhile for some of it...

-Ghastly, on seeing Shonen Knife in concert.
Kamen Rider (esp. when he names Pedro 'Nabeshin 2' as an 'afro
warrior'...and in eps. 26 with the 5 'that man' with the different
scarves, a rip on the 5 Shocker Rider clones...)
Barom 1 (eps. 26 again)
any number of cream lemon-ish OAVs with the love hotel and the lolicon
girl and....
*ahem*
Nabeshin's flying car bit was a pretty direct rip of a M.A.S.K toy, while
the ramp out to the sea was fairly Great Mazinger-ish, as well as
Daimos...
The visual stylings of the girls uniforms *might* be a rip on Mamoru
Nagano's design sense from Five Star Stories..maybe....
I suspect the entire Pedro saga is a rip on daytime soap operas...I know,
duhhh :)
that's all I got for now...have to watch again I suppose... shucky darn... :)

Add Nuku Nuku, as Ropponmatsu 2 is a parody of Ethan's fantasy love
interest, down to the cat ear antennae and genki attitude (except
she's Nuku Nuku as designed by someone with the worst case of lolicon
I've ever seen!)

Both.

I'd say Lady and the Tramp.

Well, there's also the scene that's stolen directly from the first episode,
except with the old man's head on the Rider body, which I can't believe ADV
didn't catch for their Vid Notes.

Wasn't his car also a tribute to the Mach 5 from Speed Racer, since he
had the buttons on steering wheel to do different things?

Yeah! Ethan's a NEKKO-con which is infinitely better than a neocon.

It was before the opening credits of the "horror episode", IIRC -
instead of dying, the victim got a Puuchu...

Also, in the second recap episode (the one that centers around the Pedro
sub-plot), Excel mentions the tape with the recap material isn't one of those
tapes in which Sadako (the evil girl from the Ring) comes out of the TV and
kills you.

I made Ethan speechless! I think that's a first. *Bows*
Relax, she could have been designed to reflect more lolicon
tendencies, but wasn't. However, the mad scientist behind her still
has the worst case of lolicon I've ever seen in an anime. Worse yet,
I can't watch Angelic Layer without thinking of him (the creator of
the battle dolls and later Chobits has a similar character design and
manic affect, although he lacks the lolicon).
BTW, Ethan, I propose a deal. I'll watch Nuku Nuku if you watch Excel
Saga. Well?
Let it be known of my superiosity.
Let the deal be sealed with a handshake rather than lawyers.

Yeah, the buttons on the wheel are Mach 5 material, without question... :)
And actually, the more I dig, the more I think the way the car transformed
is a nod to the live action show 'Robot Detective K'...ah, what the heck,
it's probably a nod to the car from 'Super President' as well.... :)
(Yes, I remember Super President-not anime Ohhh, no, not at ALL
anime......*sigh* old....old....)
