As of now, it is still unknown.

"Even Gohan"? Whaddya mean by that? Gohan is the strongest of all the
Saiyajin-human half-breeds! None of the other half-breeds have been
known to reach SSJ2, and Gohan does get more powerful than SSJ2.

"Enhanced human"? She's just someone who with martial arts training, who
happen to have gotten better than just about all the "normal" human
beings... Kuririn is like that, and, moreoever, Chichi is like that. In
fact, I think Chichi is probably stronger than Videl, since even as a kid,
she was able to use some kind of energy blast (via her helmet, so maybe
it was not a ki-blast, but I'm pretty sure she was stronger than Videl was
at that age).

As I've said, all is unknown. If the producers feel like making her more
powerful, they will. For now, at least, we know that she is not as strong
as Goku is, since both her and Trunks always seem to rely on Goku to take
care of the really tough baddies. If I saw things that happened in DBGT
happen in the manga, I would've concluded early on that Pan still hadn't
achieved SSJ yet, but apparently in the anime, those who can become Super
Saiyajins don't do so as soon as they go into battle like they used to in
the manga (for good reason, too, I might add ..well, for the plot,
anyway.. since if they did, their enemies would stand no chance).
Personally, I don't think they will ever make Pan more powerful than Goku,
since he was already SSJ3, and has been in continous training during the
ten years between DBZ and DBGT, which means he must've gotten more
powerful, and I just don't see how Pan can get stronger.. Furthermore,
Goku is still the main character of the series, and thus by the rules
of the main character syndrome, no one on the same side of the main
character shall surpass the main character, and the main character will
always (eventually) save the day.

True, but also remember that at that time, Future Trunks, Vegeta, and Goku
were all at approximately the same level (SSJ1) (and they only became
stronger by having more time than Goku did for training, given the same
amount of time, Goku figured out the same thing, as was able to find a
better way to become stronger), and Piccolo only got stronger by merging
with Kami-sama. Meanwhile, Goku may have already reached SSJ5 in DBGT
(it's another 10 years, remember), while we still don't know if Pan can
even go SSJ1 (when she was caught by Don Kia's force field, she didn't
even try to go SSJ to break free--that tells us something).
