Yes, it's true. While visiting his uncle Iroh at the Jasmine Dragon, he was seen drinking hot liquid with a red tinge to it. Everyone assumed it was some kind of red tea. It was later confirmed when Zuko ordered another tea, and squeezed a pack of Hotman brand chili sauce into it.
You'd think Iroh would have scolded him for this, but instead he applauded his out-of-the-box thinking, and added it to the menu. Alas, it didn't sell very well.
