I too use a 17 gallon bucket (a red one! :) when mixing salt for a big
water change. I find 130 grams of salt is good for 1 gallon of water, so
I weigh out 2.2 kg of salt and dump it into the bucket (full of RO
water) and let it mix overnight. It's usually about right but sometimes
I have to make a minor adjustment the next day if I've been careless
about the water level.

You sure are doing it the hard way. Don't measure the water, just measure
the salinity.
I assume you asked how to add salt to 10 gallons of water because you have a
10 gallon aquarium.
Put your rocks or whatever in your aquarium and then fill it to whatever
point you want it.
Add a moderate amount of Instant Ocean, let your filter dissolve the salt,
and then measure the salinity.
Keep doing this until you reach the salinity you want.
