Sounds like nonsense to me, unless the candles are floating in the tank.
At any rate, my wife has burned them near my fishtank with no adverse
effects.
Someone probably lit up a scented candle on the same day that an ammonia
spike killed all the fish in their overpopulated, uncycled tank, and now
your LFS has one more misinformational tidbit to pass on to customers.

think about it - what kind of fumes would scented candles
release which might be toxic to fish (provided that these could
even be absorbed by water) which would not be toxic to you ?
i'm not offering a yes or no answer, but tend to view
unqualified statements like that of your LFS with a lot of
suspicion.
i've been keeping fish for longer than i care to remember and
everyone in my family is/was a relatively heavy smoker (and if
anyone decides to take me to task on this, heed the tagline!)
and seriously doubt that this affects fish in any negative way .
. unless of course we all stop and they suddenly all hang at
the surface 'dying' for a smoke !-)

My wife has a scented candle lit just about everyday. This is in the
same room as the fish tank. I have yet to see a fish death since
she started doing this. I doubt very much if the candles have any
affect on the tank at all. Unless of course the air is so smokey you
cant see. ;)
