My friend in MPLS. has a small (12"x14") painting of a wooden sailing boat. I
think it is oil and slightly an impression image. It is signed in large block
letters (upper case, I think) 'PAINE'. Does anyone have any guesses and
knowledge of the painter 'PAINE'.

Without seeing the painting, it would be difficult to determine who the
artist is. Of course the last name narrows down the field considerably,
but a first name or initial would make for a less hazardous guess at who
the artist is. If closer scrutiny does not reveal a first initial/name,
have your friend check the back of the painting for more info - sometimes
artists put their names, title of work, etc., on the back. If the back
of the *frame* is covered with backing paper, it is permissable to
carefully remove it to see the back of the canvas....

With that said, some possible guesses based on my resources:

John S. Paine - American, 20th century. He painted seascapes and coastal
scenes.

Dorothy P. Paine - American, 20th cent., landscapes.

George S. Paine - Am., 19th cent., Landscapes.

Joy E. Paine - Californian, 20th cent.

Of course, your Paine may not be a listed artist....

Is it very well done? There is a California artist by the name of Edgar
Payne who is very good and commands decent prices at auction.
