Help me identify oil painting and artist.

I have an oil painting of Mumbles Head, Swansea Bay, South Wales; the name of
the artist appears to be Henniker Frank and the painting was painted in 1908.
Can anybody confirm the name of this artist, offer any information about
him/her and their work. Is the painting worth restoring?? Thanks

Any sizable library should have a copy of Davenport's guide to art
prices. You can look up the artist and see recent auction prices for
his/her work.
