Have you asked the Denver Public Library, the Denver Chamber of
Commerce, and the Colorado Historical Society? They usualy can
find information in their files and old city directories that is
otherwise unavailable. Regular mail, with return postage, works
best.
It was used in cold climates to keep the engine block from
cracking, and the oil from becoming too thick to lubricate.
Electric versions are still in use. Some cars sold in extreme
climates have a built-in heater, and there are add-ons.
Date? I remember kerosene ones from the 1950s, used by people
who lived in areas where electricity was unavailable or
unreliable.
Value???? Depends on who out there wants one for their
collection of car stuff. There is one on eBay for a $50 opening
bid ... and no takers. It's siimilar to the ones I remember.
Older ones would probably be brass, and fancier.
