Antique Painting value ?

The price seems very reasonable to me. Is it English ?
A signed painting does not necessarily mean that it will be worth more.
Is the frame original? Has the painting been touched up?
If the answer is yes then this brings the value down.
However having said that if you like the painting, the price seems fair.
