The first step in ensuring that our options stay open is to move a
"Replacement Tax" forward that will keep the City's budget intact if
Xcel decides not to extend the franchise and not to continue
collecting and passing on the 3% franchise fee that is paid by all of
us on our Xcel bills and then transferred to the City. The replacement
tax is estimated to be about $4.1 million in 2011.
City Council will be considering this replacement tax and also the
question of whether to put the Xcel franchise on the ballot.
Last week City Staff recommended that the City Council pursue the
replacement tax, but not put the Xcel franchise on the ballot.

The goal is to spend 2011 exploring Boulder's options for accelerating
the adoption of clean, renewable energy while protecting and
stabilizing electric rates. The options are often framed as
Option A--Partner with Xcel and Pursue a Clean Energy Future
Option B--Municipalize and Pursue a Clean Energy Future
Other options may materialize as time goes on.
