reX-NG and Open Source Community wiki page

Unfortunately we haven't yet had a chance to meet regarding our
internet policies, so in chatting briefly with Tuomo on IRC we worked
out a temporary compromise:

People known to us in IRC or elsewhere will be added to rex group, and
thus get editing access, on a case-by-case basis.

The main page of the wiki will be for the "official" documentation,
especially as it pertains to our released products.

The Community Portal page will be used for organizing the open source
and documenters community. I have also placed our reX-NG stuff there.

Please feel free to use this space to share your thoughts with others
or the community.

For the R&D process:

I have also created a space for our R&D work.

Please add your results there, either in the form of a wiki doc, or
your favorite document format exported to PDF.
