Security Changes

Google was not letting non-members look at Group content. So I both
tightened and loosened settings. In order to put up pages and files
you need to be a manager, which can be done on request. But after this
point anyone should be able to join at will, with only their initial
posts being held for moderation.

Right now I have set me, Coberly,rdan and Arne as managers as we are
the most actively involved in the larger project. But feel free to ask
if you want an upgrade. Or if you are having difficulty seeing
anything.
