Does anyone have any tips on how to remove the quick release skewer from my front wheel which has become stuck?  Im hoping its just dirt thats jammed it up and not something more seriously wrong with the hub.

Am I safe to try putting penetrating oil down the skewer, maybe giving it a light tap with a hammer?

First give it a generous tap with a mallet ( assuming that the wheel is out of the forks)

The skewer passes straight through the axle and so there is nothing to damage

Penetrating oil might get into the bearings and strip out the grease unless you are very careful

It is possible that the axle has broken and is just being held together by the skewer. This might be why it won't come out

Thanks for all the suggestions.  I did use penetrating oil in the end so I may re-grease the bearings at the weekend just in case.  I was able to get a 17mm spanner on the outside of the hub and turn the skewer using the lever which freed things up enough to pull it through.  It was pretty dirty and showing signs of rust so I gave it a clean and a coating of grease and it went back in fairly easily.  So I have left it in there but will order a new QR set today I think.

I'd clean up the skewer and the bore in the spindle and reuse

There's not much to go wrong with a QR unless it is bent.
