Primary Education in Tribal Areas

Greetings from Agragamee!
As you are
already aware, the Universalisation of Primary Education in
Tribal Areas of
Orissa has not been achieved despite some very strong
efforts by the
Government and the NGOs, the Corporate and the UN Agencies,
many Individuals
and Institutions. This has made a serious impact on the
over-all scenario of
development. It has been conclusively proved that
hunger and poverty,
mortality and morbidity, gaps in the participation of
people in the
governance system are increasing all these years. Fear has
been expressed
that the tribals have been relegated into second class
citizens of this
country. I am attaching some of the comparative
statistics of the selected
tribal districts of Orissa, Jharkhand and
Chhatishgarh. 22.1% of Orissa's
Population are tribals. Koraput District
has 49.1% tribal population where
as the literacy is 35.7%. Rayagada
District has 55.8% tribal population and
the literacy is 36.1%. This shows
that majority of the tribal population are
illiterate. Among the tribals,
the female literacy is alarmingly low and in
some of the remote villages,
the female literacy is almost
zero.
We have a number of Educational Programmes like Sarva
Siksha Abhiyan (SSA) ,
Kasturba Gandhi Balika Vidyalayas, Eklavya Model
Residential Schools have
no doubt improved the literacy rates but it is not
enough. We have a
National Tribal Policy which has envisaged 100% enrolment
of tribal children
in 11th Five Year Plan.
The Right to
Education Act envisages Free and Compulsory Education for all
children
including tribal children.
However, issues pertaining to
Education in Tribal Areas are identified as :
1. Why the Goals
of Universalisation of Primary Education in Tribal Areas
are not achieved.
Even Goal 2 of Million Development Goal (MDG) by 2015
to have all
children in the school by 2015 looks quite unrealistic.
2. Why all tribal
children and especially girls are not getting enrolled
in the schools?
3. Why there is such a poor implementation of various Educational
Programmes?
4. Why there is such a poor disconnect between the
students, the
teachers, the communities, the Government and the learning
Environment?
5. Why there is such a poor budget to for
Literacy?
Keeping g these issues in mind, we are planning a State
Level Consultation
with details as follows:

Output: A Civil Society Action Plan for Universalisation of
Primary
Education in Tribal Areas
