Classes for validation framework

I currently am creating:

reactor.validation.IValidator
The interface validators should implement.

reactor.validation.coreValidators.*
Various CFCs that implement IValidator

I'll be modifing (at least) the Record XSLT too.

All this is on the validation branch
/branches/development/validation_dev/reactor if people want to look
in.
