Adding a Python 3.13 wheel

Hey re2-dev,

Following the guidance in the Contributing wiki, wanted to start a discussion here before coding anything.

Looks like using re2 in the most recent (for a few more months) release of python would benefit from having a pre-built wheel.  It looks straightforward to add this.

Is there any concerns with me sending a changelist through gerrit to add this?  Also one for 3.14 later in October once it's out?

Just read through the instructons, seems straight forward and I've signed a CLA already.
