RDFLib 7.1.3 replacing 7.1.2

Hi RDFLib devs,

We have just release RDFLib 7.1.3 which retains most of the functionality flog 7.1.2 but which preserves support for Python 3.8.

We accidentally removed Python 3.8 support by updating type hinting that’s only available in Python 3.9+.

This release is surely one of the last RDFLib 7 releases as we are close to major updates that will force a major version release soon.

Please notify if any issues for 7.1.3 and please also watch the 8.x branch for the version 8 release development.
