Patch to datechart

Hello,

I have added a parameter to the datechart:

data-spark-param-timeformat = "%dd.%mm.%yy" - For time which has a common
German format with the year only denoted with the last two digits.

I do not have access rights but maybe this is interesting for others, also.
Attached is the patch.
