Failure builing binary file

Since I upgraded to the latest R and RStudio, devtools stopped working properly. Specifically, I run

build("yenlib",binary=T)

and get an error message that says

Warning: running command '"zip" -r9Xq "A:/R/yenlib/yenlib_16.3.zip" yenlib' had status 127
running 'zip' failed

as below (the zip file is not built). Can someone help?

Have you reinstalled Rtools [1]?

Yes, the latest Rtools34.exe.
