Error Installing devtools

Hello,
I tried to install devtools and got the error message:
Error in install.packages : cannot open file 'C:/Users/Fintan/Documents/R/win-library/3.4/file4b402c9b3e2a/jsonlite/doc/json-mapping.pdf': Permission denied
Can anyone tell me why this is happening.
