HURRICANE KATRINA: THE PEOPLE DID NOT AND DO NOT HAVE TO DIE
Statement by the Revolutionary Communist Party, USA -- August 31, 2005
There was no way to stop Hurricane Katrina, but the chaos, suffering
and death that resulted from this storm WAS preventable. Why didn't
the government organize massive and systematic evacuation? Why
weren't the levees maintained? Why were so many people left to fend
for themselves?
This government has spent hundreds of billions for the war in Iraq –
but didn't evacuate a city facing a devastating storm that had been
predicted for days. They got all kinds of helicopters and transport
planes in Iraq but in New Orleans people were trapped in the city and
stuffed into the sports stadium.
People, from all walks of life, are suffering because preventive
measures that could have lessened the effects of the hurricane are not
profitable. People were forced into an "every-man-for-himself"
situation, so millions were left to try and survive on their own.
Over 100,000 people were left in New Orleans -- often because they
didn't have a car, gas or cash.
This disaster revealed the unequal and oppressive relations of this
system. People live in conditions where when a disaster hits, they
are left in severe and needless danger of death. On TV, we've seen
the many thousands of Black people trapped in New Orleans and other
dangerous places. We see the results of slavery, segregation, Jim
Crow and the present-day effects of this oppressive history in sharp
relief.
Before the storm even hit, Louisiana's governor Blanco gave
authorities the power to suspend civil liberties. Federal Homeland
Security officials have declared a national emergency. In the media,
people desperately trying to survive are being demonized as "dangerous
armed gangs of looters." Meanwhile, the governor is sending in
troops. All this cannot be good for the people.
Louisiana's governor called for a day of prayer. And while
individuals can pray if they want, the government should be meeting
the needs of the people, mobilizing others to help, not telling people
to pray.
The new developing dangers are caused by the way that society is set
up, NOT by nature. New suffering must be prevented. The disaster
that looms is not inevitable IF HUMAN BEINGS ARE MOBILIZED TO PREVENT
IT. If people are NOT mobilized in this way, if the government is NOT
forced to take URGENT measures right away, then hundreds and possibly
thousands more will needlessly die from disease and/or not being
rescued.
WE DEMAND:
* At the government's expense: People must be housed and cared for
until they can safely return to their homes; hotels, convention
centers, and other buildings must be provided to people in need of
shelter; there must be free communication for people to contact
relatives. Immediately, there must be emergency medical care and
measures to prevent massive epidemics and needless dying. There must
be no arrests for so-called looting. There must be emergency relief
–people must be immediately provided with water, food, medicines, and
other basic needs FREE OF CHARGE.
* The needs of all must be met, with first priority to those most
urgently in need. There must be immediate, orderly, and safe
evacuation. If necessary, events in nearby cities must be cancelled to
accommodate people. People must not be evacuated into situations
which are going to reproduce disease and danger.
* There must be intense search and rescue efforts in all areas.
People must NOT be allowed to die. All necessary resources, including
mobilizing volunteers, must be brought to bear on this. The
government must not repress people who volunteer or prevent them from
helping, but instead, must assist these efforts.
* There must be no profiteering and speculation off people's misery by
the sharks of insurance companies, oil monopolies, real estate
developers, etc.

EL HURACÁN KATRINA: MUERTES INNECESARIAS
Declaración del Partido Comunista Revolucionario, EU, 31 de agosto de 2005
El huracán Katrina no se podía parar, pero el caos, el sufrimiento y
la muerte que causó de ninguna manera eran inevitables. ¿Por qué el
gobierno no organizó una evacuación grande y sistemática? ¿Por qué no
se ocupó del mantenimiento de los diques? ¿Por qué dejó a tanta gente
a su suerte para que se las arreglara por su cuenta?
Este gobierno ha gastado miles de millones de dólares en la guerra
contra Irak, pero no evacuó una ciudad antes de una tormenta
desastrosa a pesar de que se pronosticó con varios días de
anticipación. Tienen montones de helicópteros y aviones de transporte
en Irak, pero en Nueva Orleáns miles quedaron atrapados en un estadio.
Ahora gente de todos los sectores está sufriendo porque las medidas
preventivas que hubieran podido reducir los efectos del huracán no dan
ganancias. A millones de damnificados los dejaron en una situación en
que solo podían pensar en sí mismos. Más de 100,000 personas no
pudieron salir de Nueva Orleáns porque no tienen carro, gasolina o
dinero.
El desastre puso a la vista las relaciones injustas y opresivas de
este sistema, donde mucha gente vive en condiciones en que cuando
llega un desastre quedan en peligro de muerte innecesariamente. En la
televisión se puede ver que hay muchos miles de negros atrapados en
Nueva Orleáns y otras ciudades peligrosas. Eso es una consecuencia de
una historia de esclavitud y segregación cuyas huellas persisten hoy.
Incluso antes de la tormenta, la gobernadora Kathleen Blanco de
Louisiana permitió que las fuerzas del orden suspendieran las
libertades civiles. La Agencia de Seguridad de la Patria declaró una
emergencia nacional. Los medios pintan a los damnificados que tratan
de subsistir como "pandillas peligrosas de saqueadores". Esto no es
bueno para el pueblo.
Además, la gobernadora pidió un día de oración. Por supuesto los
individuos pueden orar si quieren, pero al gobierno le incumbe
responder a las necesidades de la población y movilizar a ayudar, no
exhortar a rezar.
Los peligros de la situación actual son una consecuencia de la
organización de la sociedad, y NO de la naturaleza. Hay que impedir
que haya más sufrimiento. El desastre que se avecina no es nada
inevitable SI SE MOVILIZA A LOS SERES HUMANOS A IMPEDIRLO. Si NO se
los moviliza, si NO se obliga al gobierno a tomar medidas URGENTES ya,
centenares o miles más morirán innecesariamente por enfermedades o
porque no los rescataron.
EXIGIMOS:
* Que el gobierno dé alojamiento a los damnificados hasta que puedan
regresar sin peligro a su casa; les permita refugiarse en hoteles,
centros de convenciones y otros edificios; les permita comunicarse con
familiares; les dé servicios médicos de emergencia e inicie medidas
para impedir epidemias y sufrimiento innecesario; les dé
inmediatamente agua, comida, medicinas y otros artículos de primera
necesidad GRATIS. Y que no haga arrestos por "saqueo".
* Que se satisfagan las necesidades de todos, empezando por los más
necesitados. Hay que llevar a cabo evacuaciones inmediatas y
disciplinadas. Si es necesario, hay que cancelar eventos en ciudades
cercanas para dar alojamiento a los damnificados. No deben evacuarlos
a lugares peligrosos o insalubres.
* Que redoblen los esfuerzos para rescatar a los sobrevivientes por
todas partes. NO se puede permitir que muera más gente. Hay que
dedicar todos los recursos necesarios y movilizar voluntarios. El
gobierno no debe reprimir a los que tratan de ayudar o impedir que
participen en el rescate; al contrario, debe ayudarlos.
* No se puede permitir que las compañías de seguro o de bienes raíces,
los monopolios del petróleo, etc., aprovechen la situación para sacar
provecho.
