My apologies for the delay in getting this update out – we did
receive quite a few emails and if we did not get back to you please know we
received your comments. It is our intent to provide updates as often as
possible, especially when there is a lot of activity or issues related to our
field. However, we are finding that our time working on ResCoalition related
activities and traveling to Sacramento sometimes keeps us very busy (in
addition to our other jobs and family obligations) so monthly updates are
proving difficult. However, we will strive to send out emails quarterly with a
review of all pertinent issues and updates.
Since our last update, we have been diligently working
toward remedies for current issues such as fiscal audits and transparency
within the system. Talks with pertinent Sacramento Legislators and community
leaders is ongoing and trips to Sacramento to ensure representation for
Residential Providers occur whenever necessary. Please remember progress can
sometimes be slower than expected when dealing with major items that require
the involvement of various agencies, Legislators and/or legislative consultants
and stakeholders – we are seeing this with the fiscal audit process but please
know we are actively involved. We appreciate your support and always welcome
input, information and comments related to these ongoing concerns.
SB 137 (Emmerson)
– Developmental services: regional centers.
ResCoalition’s sponsored bill SB 137 (Emmerson) has
successfully passed through the Senate and is currently being pushed through the
Assembly. We are hoping for a successful hearing in August to move it through
the Assembly Appropriations Committee where it is currently being held.
Regional Center Fiscal
Audits
We are continuing discussions with key persons in Sacramento
regarding the Fiscal Audits and have meetings this coming month already set…we
will keep you updated on our progress.
Department of Labor
Audits
We are still hearing that the federal Department of Labor is
continuing to show up for unannounced visits to residential care facilities in
California. There is a misconception that they are targeting specific
geographical locations or larger agencies with multiple facilities…this is not
the case…they are randomly selecting facilities and there is not a set criteria
for selection. Therefore, just because you only have one facility does not
protect you from being audited. We have sent out employee contracts to current
members of ResCoalition and urge you to utilize them. If you are not currently
an active member of ResCoalition and would like to receive these contracts
please complete the attached membership form and they will be sent to you. Also,
consider joining us for upcoming ResCoalition sponsored Labor Law trainings in
your area.
AB 462 (Stone) –
Fire Protection: residential care facilities.
AB 462 a bill requiring all residential care facilities
install sprinkler systems failed passage in the Assembly committee; therefore,
is no longer a concern for this Legislative session.
Training
Current ResCoalition members and facility-related DSP may
attend ResCoalition hosted trainings free of charge. All others will be charged
$15/person to obtain certificates. This will begin in September 2013, no
exceptions! Pre-registration for upcoming trainings is encouraged.
