Troy, I ran into similar self-install issues with RCN. They seem to make stuff up as they go along with no real and clear processes in place. Just be sure they don't charge you for the visit and ask for AJ. He's pretty easy to deal with and was pretty good at dissolving my anger.

Here is what RCN said to me, “I am stumped here. I just had someone handle this work order yesterday to make sure it got done. 3 hours later, it looks like the Care agent did the cancellation but this was after the card was already on it’s way to Mr. Nolan.”
She said that she will have someone reestablish the work order so that you can call in for activation but, the envelope should arrive to you soon. The replacement card should also arrive with a return label so that the former card can be mailed back to RCN.
