We have 3 Webadm cluster server with the following spec
 
- CentOS Linux release 7.9.2009
- RCDevs WebADM version 2.3.14 (64bit)
 
We would like to upgrade it use ( Fresh Installation ) to ubuntu 22.04
 
after install the webadm-all installation , can we copied the previously
directory /opt ( webadm, slapd, radius) to the new server ?

Sure, just also copy over the slapd backup cronjob, logrotate scripts and
systemd service files, since they're not under /opt/ . These files are
installed by the /opt/<product>/bin/setup bash script, if you're curious.
 
If your SQL data was also installed on the same hosts (MySQL/MariaDB's for
example), you will also need to migrate them over.
 
You will need to update the configuration files in /opt/<product>/conf/ if
you're changing IP addresses.
 
You might be interested in our migration documentation
(https://docs.rcdevs.com/howtos/migration_guide/migration_guide/), and if
you have a commercial license (since you have a cluster), ask the sales for
where you can create support tickets.

Did you use the WebADM CA, or the one signed by it? I'm not sure Windows is
willing to use a certificate as a "trusted root" if it's a mere "web"
certificate and doesn't have the usual CA extensions.
 
The WebADM CA cert alone can be downloaded from Admin tab -> Download
Internal CA Certificate so there's no confusion.
