we are not able to run

Can you try with that one :

https://repos.rcdevs.com/redhat/base/rcdevs_release-1.1.3-1.noarch.rpm

If not working with dnf command, then try : 

wget https://repos.rcdevs.com/redhat/base/rcdevs_release-1.1.3-1.noarch.rpm

rpm -ivh rcdevs_release-1.1.3-1.noarch.rpm
