Using OTP In application

We are deploying this week and would like to learn specifically how to integrate OTP at a specific point in the user experience. The process is: (1) The user logs into a Share Point Site using AD authentication, (2) the user makes accounting transactions, (3) If the user chooses the (Pay Bill ) function ( A Share Point 2010 Site ) then OTP would be sent to users device (4) user allowed to continue is correct info is input.

Do we use the plug-IN or can we make an ASP call?
