I'm currently using WebADM Freeware Edition. I'd like to ask a question regarding LDAP connection.

Currently, our WebADM is connecting to the primary domain controller. In case the primary one is down, if i manually modify the configuration (servers.xml) to point to the second primary domain controller, would be there any issues?

Hello,

Change servers.xml file require a restart of WebADM services in order for changes takes effect.

If you restart WebADM services, then you loose all authentications/transactions in pending as you are not running a cluster.

You can have troubles if the replication between your domain controllers is slow, else it can works but not advise at all.
