Torque for Quill Stem on Clem Smith JR

Got my Nitto Power Stem now, and it came with the following:

Tighten the handlebar stem with the following torque.
For bolt diameter M5:
4~6N•m •m (40.7~61.1kgf • cm)
For bolt diameter M6: 6~8N・m (61.1~81.5kgf・cm)
For bolt diameter M8: 14~16N・m (142.7~163.1kgf・cm)

I think it is an M8 - 16N is pretty high, just wanted to check with you that this won't damage the fork tube?

Bolt torque specs are for... Bolts. It's usually specicng a bolt preload ~70% of the tensile strength of the bolt. Going too high risks premature bolt failure. The spec has absolute no bearing on any other component. 

That said, the fork steerer tube is one of the strongest and thickest tubes on a bike. You'll break the bolt before you damage the steerer tube of a properly designed bike.
