Riv pump question

Riv folks,

I love this pump. Then I left it outside and it got a little waterlogged and now:
There is resistance to pulling the handle up, like I am drawing up a syringe and actually it fells like the air is pulling the handle down
After a few seconds , it "equalizes" and the handle will stay up
When I push down on it, it spits out a little mist at the bottom.

My question is - what is the best way to dry out this pump?

This is the floor pump, Mike Plumpatire model.

Edwin, take it apart and let it air dry. 
I've not handled the Plumpatire, but the steel shaft (tube) is likely threaded at both ends and can be removed from the base,  The collar at the top should also simply unscrew.
