For your consideration is a very clean Nitto 33R rear pannier rack.  This is the large Big Rack.  That may sound redundant, but it is a necessary distinction as the 33R is designed for frames bigger than ~54cm.  This is also the newer version with the double rails.  Pictured stays are included and should work for most setups.
