A few headlight mounting thoughts and considerations..
-a light on the handlebars can easily be adjusted while riding which is something I do occasionally when there are speed and terrain changes,
-or dimmed or shielded by hand if someone is coming the other way on a bike trail (a factor with the new high power lights),
-and there is less water spray and road grime from the front wheel with a higher mounting.

It really depends on the light and where you are riding the bike.
I have an eDeluxe suspended under the front rack on one bike, a
Supernova that is mounted on a custom set up mid fork, and an Ixon
Speed that I mount from the handlebar.
I use the Speed on my camper. There is no good place to put the bike
down low as that is where the Panniers go. Moreover, when I take the
camper off road or on rough roads, I want the light up high. A broken
light does not do a whole lot of good, does it? The light on the
handlebar is no higher than a motorcycle.
