Suggestions for rust-proofing my clem

I've got a 59 clem with large swaths of paint missing.  I used to use turtle wax to keep it from rusting, but now the turtle wax is flaking off and I'm looking for something more permanent.  Any suggestions on applicants I can use for the outside of my frame to keep the steel protected?

I don't care about aesthetics - I actually want it to look bad as I lock this up in the city - and I want cheap and durable.  Thinking clear nail-polish but open to other ideas.

My non scientific non professional way to treating surface rust is:

- Using painters tape around the area
- Light sand paper and/or balled up foil to get the rust off
- Remove the painters tape
- Wipe down with some rubbing alcohol
- Once the alcohol dries, dab it down with some clear nail polish.

I've got bikes that I've done years ago with this method that's still holding up but I'm in the south west so...
