Hub area rack without arch or hoop: how does it attach?

Someone is selling an older pair without arch, and I'm curious how
they attach securely with only a single upper mounting point on the
fork blade and a lower one at the dropout. What keeps them from
twisting?

How much weight can they carry? -- I just looked (I can find out
myself!!) and the new ones say 7 lb per side. That is close enough to
the 10 lb per side (contents, over bag -- say 12 lb per side) that I
need.

Next question: Can anyone say if they'll fit this 26-inch wheel fork?
Note the relatively low fork boss and the absence of a dedicated
dropout attachment point -- I'd have to attach the bottom to either
the QR or to the fender boss. I daresay they won't reach to the bosses
on the arch, but if they are designed to be sturdy with only top and
bottom attachments, then that's fine.

Note that the lowriders made for the frame have the proper two top
attachment points but nothing at the bottom.

Hi Patrick,
I have the gen 1 HAR on my Bombadil, and your question about twisting is a valid one!  After no more than ten days of touring, the rack twisted the dropout boss right off my fork. :-(  I'm now attaching the bottom end of the rack with P-clamp, but I also retrofitted the hoop from an old set of Blackburn low-riders to my HAR using four small P-clamps and have not had any further issue with the HAR.
Sorry to the current seller of the gen 1 HAR, but buyer beware...

Thanks, Andrew; this is the information I need. The only hope now is that the forward, upper tab on the racks can reach and fit onto the boss on the arch already installed on the bike -- it serves as a forward fender support, and also supports the headlamp (wires run inside one leg from dyno hub to lamp).

I have asked the seller if he will kindly give me measurements between mounting points.

All of this as a possible alternative to the custom lowriders build for the frame --which bolt to fork leg and arch, but were foolishly made without any dropout area attachments.
