I picked this bike up last fall after selling my Cheviot because not having a bike felt awful, but the reality is it is much too small for me and I hurt my knee shortly after getting it so I didn't test ride it much. There is very little information about these bikes out there, but my understanding is that it is c.1980s. The two links below have more info than I could hope to provide. It is all original components. It is in very good condition except for the fact that the former owner dumped left, so the beartrap pedal is smushed and the shifter is scraped, as is the grip. I am estimating the size at 18".

All offers considered. I am in Prescott, AZ and would ship using Bike Flights, local pick up fine.

I should say that if the tape measure is held straight across (as I believe it is supposed to be), so it hits the middle the middle of the seat tube, the measurement is 22.5"
