Thank you Kainalu and Reed. According to the geometry charts, the Waterford Sam, size 64cm, has a stand over height of 91.5cm. The current Sam, size 62cm, has a stand over height of 90.5. Is that 1cm difference going to feel much different? In the 64cm Sam, the top tube appears to be 2cm longer, and the chain stays are 1cm shorter.

The Hilsen I'm building only needed a 1cm shorter stem to put the bars in the same place as my custom Fitz, which has a 2cm shorter top tube!"The least useful [fit information], yet most likely to be harped on, is top tube length.
