Can anyone recommend a waterproof saddle cover for my B17 that won't blow off or shred when I transport on the car? Hoping for some real-life success stories or cautionary tales.

I thirdly recommend Randi Jo Fabrications out of Oregon. 

I bought one for my Brooks B67S saddle in the navy color to go with my RBW blue Clem five years ago. It has a sewn in flap that covers the underside of my saddle with snaps ? of which I don't use, because I have full fenders. Outstanding design !! It hasn't failed me yet.

Another vote for Randi Jo Fab. I’ve hand mine on my commuter for a few years now, don’t take it off, and it still looks/works great.

Sounds like Randi Jo are the way to go, but for options sake: I use cheap nylon, cinch-up seat covers off amazon all the time when transporting on bike racks.

They’ve done the job in lots of sun, road debris and rain storms, and I don’t have to worry too much if I misplace them.

I worried that the silver inside layer might rub off onto the seat, but it hasn’t yet after a fair amount of use.

I have Randi Jo covers for a Berthoud Aravis, a Berthoud Aspin, a Berthoud Mente, a Brooks B17, and a Brooks B67.
Needless to say, I’m a fan of everything Randi Jo makes. Here’s a good testimonial: I travel from Kentucky to Florida 4-5 times a year. 13 hour drive one-way, straight down I-75. I suit mine and my wife’s saddles up with our RJ covers during each trip, and they’ve always remained steadfast and reliable every trip. And our saddles stay dry thanks to the full coverage her covers provide.

Yep. With those amazon ones the silver rubs off on Brooks leather if you ride with it on. I'm glad it happened to my second favorite Brooks. Still has silver on it since last summer. I replaced it with the Brooks cover Riv sells. Half the price of Randi Jo. No complaints.

For protecting the leather saddles from rains, both Brooks and Berthoud sell covers for their own saddles: Brooks, and Berthouds 1 (the older version? But it's definitely cheaper), 2 (the newer version?). When not in use, you can fold them and stash them in your saddle bag. Brook's is big enough to cover a Berthouds, but the reverse is not true. The newer Berthould cover is more form fitting. 

Although I have no experience in your use case, I would put a rubber band or bungee cord to tighten the cover over the saddle when transporting the bike on a car. But better yet, put your bike in your car to get the best protection. That usually require the backseats to be folded down, even on a big SUV. Or the wheels need to come off.
