Sim Works Getaround Bar clamp diameter?

I'm putting some Sim Works Getaround bars on my QB and ran into an interesting issue. The bars are listed as 25.4 clamp diameter and I'm using a 26.0 Tallux I had shimmed to run Albatross bars. No way the shims will fit with the getaround bars and the clamping seems good w/out them. On the SW site it reads:

"Skid proof and clear coating are applied as a final treatment on this item and the actual size is wider than the diameter on the each size description. Please be aware of the installation of the stem, levers, and lock-type grips which have very severe inner diameter."

Is there .6 mm of clear coat? Also they are not "skid" (scratch proof?). The levers scratched the clear coat when installing the grips.

You need some snap ring spreaders:

You remove the bolt and gently spread the handlebar clamp of the stem enough to insert the shims. They are also good for helping to get the stem around tight curves in the handlebars.

I had this same issue on a recent (unusual) 25.4 drop bar and a nitto 26.0 stem. Without a shim it was a hair too loose and yet the shim didn't fit in the gap. I used a large screwdriver to (very) gently pry open the clamp bit by bit until I could slide the shim into the space. I'm sure this is the incorrect way to do it, but carefully done, it worked great for me.

The coating is both a gift and a curse. 
Provides a nice finish/doesn't wear very nicely!
