Incremental Backup to S3 not working

Incremental backups to Amazon S3 are not working (nothing is showing up in my S3 bucket). Here's my backup configuration:

  "IntervalMilliseconds": 60000,

  "AwsRegionEndpoint": "us-west-2",

}

I tested incremental file system backups and they work. I checked PeriodicBackup-Temp and files are getting written there once a minute. I'm using server build 2261.

I looked in the "Logs" tab in Raven Studio... there are no errors related to backup... is that the right place to look?
